CHALLENGES AND BARRIERS TO THE EFFICIENT USE OF FINANCIAL RESOURCES IN HIGHER EDUCATION INSTITUTIONS IN KYRGYZSTAN AND KAZAKHSTAN

Annotation. The article examines the main challenges and barriers affecting the efficient use of financial resources in higher education institutions in Kyrgyzstan and Kazakhstan. The study analyzes limited budgetary funding, uneven distribution of resources, insufficient digitalization of financial management, and dependence on external financing. The main consequences for university management are identified, and recommendations are provided to enhance efficiency, including the development of digital platforms, budget optimization, attraction of alternative funding sources, capacity building of financial managers, and international cooperation. The research is of practical importance for developing sustainable strategies for higher education institutions under constrained resources.
