INTEGRATING CULTURE INTO GLOBAL GOVERNANCE: THE CASE OF THE KYRGYZ “CODE ALA-TOO” SYSTEM AND ITS IMPLICATIONS FOR THE UN
Key words: culture-oriented management, Code Ala-Too, Jeti Osuyat, United Nations, values, Uyat, Bir tuugandyk, global governance, sustainable development, legitimacy, operationalization, cross-cultural analysis, international organizations, Kyrgyzstan, indicators.
Annotation. The article explores the possibilities of culturally-oriented management in international organizations by comparing the Kyrgyz system “Code Ala-Too” with UN practices. It analyzes the limitations of universalist approaches that promote "culture-blind" standards. Using the axiological core "Jeti Osuyat" and the philosophy of "janduu baskaruu" as examples, it demonstrates how national cultural values (Uyat, Bir tuugandyk, Tabiyatty sүyүү) can be translated into operational management indicators. The results of a pilot empirical study confirm that integrating such value categories enhances the legitimacy and effectiveness of projects in sustainable development, peacebuilding, and environmental policy. The conclusion is that the "Code Ala-Too" serves not as a local specificity but as a methodological donor, offering a model for building inclusive and culturally-sensitive global governance.
