THE TEST OF TIME: THE NOMADIC CODE AS THE CORE OF KYRGYZ NATIONAL IDENTITY IN THE AGE OF GLOBALIZATION

Annotation. This article examines Kyrgyzstan at the threshold of the 1993–2033 generational cycle as a critical phase for the institutionalization of its nomadic code. It argues that the contemporary threat to culture stems not from external prohibition but from an internal erosion of everyday practices, where values remain in language but disappear from procedures. Drawing on the semiotic significance of the number forty (kırk) in Kyrgyz culture, the paper introduces a forty-year cycle as an axiological framework and describes three stages of the code's attenuation. It proposes translating key values – Uyat (ethics of honor and shame), Tabiyat (harmony with nature), and Ashar (collaborative labor and mutual aid) – into management tools for education, public administration, and corporate practice. Operational indicators for monitoring the code's resilience are formulated: Jer (spatial and ecological order), Uruu (social capital and community engagement), and Uyat (ethical climate and reputation). The study concludes that without being embedded within institutions within the span of one generational period, these values lose their regulatory power and become mere symbolic decoration. A roadmap for implementation for the years 2025–2033 is proposed.
